welfare would be a large reduction in the cost of construction. Here
are some of the things it would make possible:

Recently the cost of a home
as a multiple of the income of the average home buyer has increased.
In 19xx it was yy and in 19zz it was ww. (1977 Statistical Abstract
of the United States). There were several causes:
#. Separating automobile traffic from pedestrians.
A two level city with cars, trucks, and buses on the lower level
and pedestrian walkways on an upper level would
reduce accidents involving pedestrians to a tiny fraction of their
present level. They would make safe greatly reduced restrictions
on the mobility of children.
